Retired special forces commander Cole Banning, codenamed "Desert Eagle," returns to a small town on Route 66 to visit his mother's grave, but is framed by Sheriff Boone and Deputy Doyle and thrown into an abandoned mine. After escaping, he is saved by his sister, Governor Caitlin, and goes undercover at his mother's diner to investigate the truth. His mother's death is linked to the disappearance of reporter Danny, police drug protection, and official profit-sharing. Behind it all are Boone, female drug lord Vera, Senate President Whitman, and drug lord "The Priest" Ramirez. Cole teams up with Amy, his comrade Dawson, and retired brothers to take down Doyle and Boone first, then obtains the hard drive his mother hid and exposes the dark truth. Caitlin is shot and seriously wounded at a press conference, and Cole's identity is revealed. In the final tunnel battle, Ramirez and Whitman are captured, and all are brought to trial. Cole avenges his mother and is offered his rank back, but refuses to return, staying in town to run "Margaret's Place" with Amy.
